Otay Ranch Planned Community
Otay Ranch is a 23,000-acre site with a pedestrian-friendly, 5,300-acre planned community and extensive preserve land in southern San Diego County. The project comprises a broad range of residential, commercial, retail, and industrial development, including parks, trails, schools, a shopping center, and a medical center.

The Challenge
Development on the 23,000-acre site required U.S. Army Corps of Engineers, California Department of Fish and Wildlife, California Regional Water Quality Control Board permits, which also dictated development and approval of a Conceptual Wetlands Mitigation Plan and a Vernal Pool Mitigation Plan. Portions of the project required amendments to local general plan and Multiple Species Conservation Plan (MSCP) Most notably, a Resource Management Plan (RMP) was needed to address San Diego County’s Resource Protection Ordinance.

The Solution
We pioneered writing the County’s first comprehensive RMP, which remains a guiding document for implementing Otay Ranch. The RMP was approved prior to the County’s approval of its region-wide MSCP, and was folded into the MSCP as an integral building block to achieve countywide conservation goals. From early site acquisition and due diligence to the present, we have been responsible for environmental reviews, permitting, and habitat restoration activities as part of project construction and implementation.
