High-Speed Rail (HSR) is California’s first high-speed transportation project. It will eventually include 24 stations and will run from Sacramento, through the Central Valley, to San Diego at speeds of more than 200 miles per hour.

The Challenge
With California’s population estimated to reach 50 million by 2050, a project was needed to improve north-south mobility and address potential air quality impacts from an influx of new residents. HSR is the first high-speed transportation project in California and, as such, must address numerous complex issues within one of the world’s most complex regulatory environments. Additionally, with constantly fluctuating needs, flexible and dynamic staffing was needed to accommodate construction.
The Solution
We provided scaled staff and firm resources for HSR’s Construction Package 2-3, which runs for approximately 65 miles through Fresno, Tulare, and Kings Counties and the Cities of Hanford, Corcoran, and Allensworth. Services included regulatory permitting and approval support; biological survey and report preparation; biological, cultural, and environmental mitigation monitoring; pre-construction reporting and construction compliance; compensatory mitigation planning; and various GIS services including mapping, spatial analysis, and database integration. The Project is currently under construction.
