Home Forward Civic Station Housing and Urban Development

Home Forward is advancing the development of Civic Station, an affordable housing project in Gresham, Oregon, with federal financial assistance administered by the U.S. Department of Housing and Urban Development (HUD). As part of the federally funded process, Civic Station underwent a thorough environmental impact review in accordance with NEPA. Dudek played a central role in guiding the project through permitting responsibly and sustainably.

The Challenge

While many of Home Forward’s affordable housing projects are located in urban areas with minimal environmental concerns, the Civic Station site included an artificially created wetland that warranted closer evaluation.

Sensitive environments like this can increase project approval costs, complexity, and timelines, posing challenges for HUD-funded developments that often operate under tight budgets and strict funding constraints.

The Solution

Dudek prepared a HUD Environmental Assessment (per 24 Code of Federal Regulations 58.36), which involved conducting fieldwork and preparing a delineation report with historic imagery and municipal utility maps to justify the findings, meeting the standards of the Department of State Lands and the U.S. Army Corps of Engineers. The agencies concurred with the findings, confirming that the artificial wetland was non-jurisdictional and did not require additional permitting, helping the project stay on track.

Dudek also prepared a Phase II ESA to evaluate potential soil impacts and subsurface contamination and a cultural resources inventory report, ensuring responsible site development.
