Colorado’s grid is under increasing strain from load growth and a changing energy mix. To support growing energy demand, the proposed Windy Bluff Energy Storage Project in Weld County, Colorado, is a utility-scale battery energy storage system (BESS). The project is expected to deliver up to 125 megawatts, helping maintain reliable service for surrounding communities during periods of high demand. Dudek supported the project with environmental studies and permitting to help secure local approvals.

The Challenge
The project is planned to connect to the Vasquez Substation, a critical location on Xcel’s grid due to its location between nearby communities and existing renewable energy facilities. The potential for impacts to surrounding land uses necessitated careful consideration and coordination with multiple agencies to secure necessary permits.
The Solution
Dudek helped advance the project through environmental studies and agency coordination to support local permitting and approval. The team collaborated with Jupiter Power, Weld County, Colorado Parks and Wildlife, and the Farmers Reservoir and Irrigation Company (FRICO), providing technical expertise and expert testimony on natural resources during hearings. These efforts supported the successful approval of a Use by Special Review Permit, including unanimous approval from the Board of County Commissioners.
The Impact
The Windy Bluff Energy Storage Project will provide a more reliable and resilient power supply for surrounding communities, particularly during periods of high demand or system disruptions. By adding new capacity at a critical point on the grid, the project will help reduce reliance on the transmission system and better utilize existing renewable energy.
The project is also expected to generate significant annual property tax revenue for Weld County and contribute to the regional economy, while delivering these benefits without placing additional strain on transportation, water supply, or public service infrastructure.
