In order to address the growing need for clean energy and battery storage, Dudek prepared environmental studies and right-of-way filings for the development of a solar generation facility, transmission lines, and an integrated battery energy storage system that spans private, state, and federal land.

The Challenge
The project required collaboration with multiple state and federal agencies to ensure a successful permitting strategy and facilitate the permitting process. While coordinating with the United States Army Corps of Engineers (USACE), the U.S. Supreme Court (SCOTUS) Sackett ruling changed the definition of the nation’s waterways partway through project permitting, creating permitting uncertainties.
The Solution
Dudek helped the client navigate the ruling and determine how the new classification of waters would impact the project site. To secure regulatory approval, Dudek led outreach and engagement efforts for USACE, Bureau of Land Management (BLM), Arizona State Land Department (ASLD), Arizona Game and Fish Department (AZGFD), and Arizona State Museum (ASM). Dudek also worked closely with the ASM to obtain project-specific permits and with regulatory agencies to obtain construction permits.
The Impact
The Mariposa Energy Center will be located near a designated Section 368 Energy Corridor, helping Western states achieve greenhouse gas emission reduction goals and the associated transition to carbon-free energy generation.
