Coast Community College District Vision 2020 Master Plan Program EIRs

The Vision 2020 Facilities Master Plan (plan) outlined Coast Community College District’s (District) proposed growth over a decade. Dudek prepared Program EIRs to assess the impacts of plan implementation for the Golden West College (GWC) and Orange Coast College (OCC) campuses. Both EIRs were approved without challenge in 2015.

The Challenge

Both projects included the construction of a number of new academic buildings and the renovation of several existing buildings. The OCC EIR also considered the demolition of a grouping of historically significant structures designed by Richard Neutra. Extensive public comment and outreach was received, related to the growth anticipated but also to the plan to demolish Neutra-designed historic structures.

The Solution

Due to public comment received during public review of the Draft EIR, Dudek further evaluated traffic and historic resources and associated preservation alternatives. Our team prepared a revised draft EIR and recirculated it for public review. There was much less public comment on the recirculated draft EIR and many members of the public applauded the District for the effort made in listening to their concerns and revising the project as a result. The project was approved in 2015, without litigation.
