City of Oxnard Local Coastal Program
The City of Oxnard is proactively updating its Local Coastal Program (LCP) to address the increasing risks of sea level rise and coastal hazards. To support this effort, Dudek is partnering with the City to provide coastal planning and engineering expertise, helping the City align with the latest science and state guidance while advancing its long-term vision for a resilient coastline.

The Challenge
Oxnard faces mounting threats from sea level rise, storm surge, and coastal erosion. To ensure coastal resilience, the City must update its LCP to reflect the latest science, comply with SB 272 and California Coastal Commission (CCC) guidance, and address communities’ needs, while navigating complex regulatory frameworks and balancing feasibility with long-term resilience.
The Solution
Using 2024 sea level rise values from the Ocean Protection Council (OPC), Dudek is assessing erosion, tidal flooding, storm surge, wave runup, groundwater rise, and tsunami hazards to update Oxnard’s Sea Level Rise Vulnerability Assessment to include advanced modeling and conform with CCC/OPC guidance.
The Sea Level Rise Adaptation Plan features innovative, nature-based solutions and phased adaptation pathways, informed by engineering and cost-benefit analyses, community and agency input, and practical strategies tailored to the City’s shoreline. We are also drafting policies and programs to help the City build resilience and secure LCP Amendment certification from the CCC.
The Impact
The LCP update equips the City of Oxnard with a science-based framework for coastal adaptation and expands its set of planning strategies to address climate-related hazards. By aligning with CCC Sea Level Rise Policy Guidance and incorporating City Council-approved California Coastal Act policies, Oxnard will be better positioned to reduce future impacts from sea level rise and pursue a resilient future for its coastal communities.

SANDAG Regional Transportation Infrastructure Sea-Level Rise Assessment and Adaptation Guidance
To address the risk to transportation infrastructure caused by sea-level rise, the San Diego Association of Governments (SANDAG) sought to assess sea-level rise risks throughout the San Diego County region and plan for climate change adaptation. Dudek evaluated the region’s vulnerability using models and crafted a robust, visually engaging document to guide future sea-level rise adaptation efforts.
