Vista Irrigation District E Reservoir

The E Reservoir Replacement and Pump Station project replaced a nearly 100‑year‑old water storage facility and expanded water storage and conveyance capabilities in Vista, California. Dudek provided planning, engineering design, CEQA, and construction support services for the project, improving operational reliability and flexibility while addressing challenging site conditions and providing an aesthetically appealing project that received positive feedback from surrounding residents.

The Challenge

Vista Irrigation District needed to replace an undersized reservoir constructed nearly 100 years ago on a steep hillside, located over cutandfill transition between hard rock and softer soils. These conditions presented stability and constructability challenges.  

The Solution

Dudek identified a reservoir configuration that would maximize storage volume on the constrained siteincreasing storage capacity by 1.1 million gallons. To address complex geotechnical conditions and support long-term reservoir performance, Dudek engineers developed a solution to construct the reservoir on a consistent subgrade consisting of native rock and engineered controlled low-strength material (CLSM). 

The Impact

The new E Reservoir and pump station modernizes and strengthens Vista Irrigation District’s ability to reliably serve the community today and in the future. By expanding storage and enhancing redundancy through a modernized facility, the system can respond more effectively to demand and emergency conditions in fire-prone areas. 

Design elements such as low-impact stormwater management, drought-tolerant landscaping, and energy-efficient pumps support long-term operational efficiency while improving safety and access to this critical facility for District staff.

The City of Santa Cruz Water Department proposed a major capital improvement project to replace an existing dam inlet/outlet works at the Newell Creek Dam with a new intake, outlet features, and pipeline to convey water from an existing river intake, to reservoir, and from the reservoir to the City’s water treatment plant.
