Port of San Diego Chula Vista Bayfront Master Plan
The Chula Vista Bayfront Master Plan serves as the guide for redeveloping 535 acres of prime bayfront property in southern San Diego County. Development comprises a resort conference center, residential/retail area within the Harbor District, and park and natural open-space areas, as well as associated infrastructure.

The Challenge
The Port of San Diego, City of Chula Vista, and Pacifica Companies began a joint master planning process to transform the Chula Vista waterfront into a top-notch destination for residents and visitors. The waterfront property had been in limbo since the 1980s, and redevelopment sought to reconfigure 497 acres of land and 59 acres of water uses. Significant project issues included a strongly engaged citizenry and biological impacts.

The Solution
Our project managers led consultants from the Port, City, and other projects in completing the California Environmental Quality Act (CEQA) process in accordance with the Port and City’s CEQA guidelines. Due to revisions made to plans, associated technical studies, and the project EIR, we incorporated previous public comments and revised the project description and each individual analysis section to reflect a program- and project-level analysis. The recirculation effort was completed on a tight schedule, and the plan was successfully certified.
